Current Challenges

OPERATIONAL SUCCESS PRESSURE
The department recorded 69 operations, with 40 CODE-4 successes and 29 failed 10-02 outcomes, resulting in a 57.97% overall success rate. Operational execution requires closer review, especially in high-failure operations.
FLEECA BANK PERFORMANCE
Fleeca Bank recorded 20 operations, including 6 CODE-4 and 14 failed 10-02 outcomes. With 9 Lost Vision and 5 Lose Fight incidents, it remains a major area requiring tactical review and stronger operational coordination.
TEAM STRUCTURE & COMMUNICATION
Maintaining active team structures is important for communication, coordination and role clarity. Removing teams can reduce internal understanding and create additional coordination problems during operations.
DIVISION REPORT ACCOUNTABILITY
Division reports require stronger consistency and follow-up. Missing, delayed or incomplete reports can make it harder for Command to track activity, evaluate divisions and identify operational problems early.

Command Directives

  • Review failed 10-02 operations and identify recurring causes.
  • Increase tactical preparation for high-risk operations.
  • Preserve active team structures to support communication and operational coordination.
  • Restore consistent division reporting and command follow-up.
  • Hold team and division leadership accountable for reports, activity and internal communication.
  • Strengthen coordination between Command, teams and divisions.

Command Position

The current reporting period requires a stronger focus on operational consistency, internal coordination and accountability. The LSPD handled 69 operations, achieving 40 CODE-4 successes and 29 failed 10-02 outcomes, resulting in a 57.97% overall success rate.

Fleeca Bank represents the clearest operational pressure point, with 20 operations, 14 failed outcomes, including 9 Lost Vision and 5 Lose Fight. This requires closer tactical preparation and stronger coordination during deployments.

Command should also preserve an effective team structure. Removing active teams may reduce communication, weaken role distribution and create additional misunderstandings between officers during operations.

Finally, division reporting must remain a command priority. Consistent reports provide Command with the information required to track activity, identify weaknesses and maintain accountability across the department.

Command Closing Statement

This week showed clear progress in the professional relationship between officers. Response coordination improved, communication became more organized, and the overall chemistry between officers has noticeably developed. At the same time, several structural issues require attention before they become recurring problems.

Positive Developments

  • Better response chemistry between officers during major situations.
  • Less unnecessary tension inside the department and a more professional working atmosphere.
  • Officer communication and coordination have improved compared with previous periods.
  • Mistakes still happen, but several operational issues are now being corrected instead of being left unresolved.
  • Overall respect for the Police Department remains stronger, despite occasional individual mistakes.

Current Concerns

  • Removing active teams could weaken chemistry, communication and role distribution between officers.
  • Returning to a less structured team system could increase confusion and contribute to a return of repeated 10-02 situations.
  • Division reports must remain consistent. Missing reports can bring back disorder and make Command oversight difficult.
  • Some Officer 1 personnel still show mistakes that should normally be corrected during Academy development.

Command Position

Command should carefully consider any decision to remove teams from major heists. Police response to major incidents normally requires clear communication, defined roles and officers prepared to respond together. Maintaining structured teams supports that organization and preserves the chemistry built between officers.

The same principle applies to division reporting. If reports become irregular, Command loses visibility over activity and problems can return without being identified early.

The objective for the next week should therefore be simple: protect the chemistry, keep the structure, improve reporting and continue correcting officer-level mistakes.
